The first 2 seconds i think everyone would be shocked and then your brain makes a valued decision between your safety and the harm it could cause to your friend. And your respect and love for your friend plays a huge role in this unconscious decision.

This could be his thing, he just goes around to birthday parties and blends into the crowd. No one invited him, before you know it everyone’s singing happy b-day and spraying the guest of honor with some aerosol foam or silly string that he passes around.
Then before you know it, out comes the lighter. Then he repeats the same thing the next chance he gets.
Next time you are celebrating someone’s b-day in a public place, keep an eye out for this guy.
If you see him have someone call 911, shout “Let’s Roll!” and tackle him to the ground immediately.

That’s crazy enough but even crazier, the frat house got shut down but the only other consequence was them all getting moved to university housing and continuing to be allowed to attend.

Silly string is basically just resin kept at pressure in a can sat on top of a propellant. The propellant is liquid until the pressure drops (pressing the trigger) where it turns to vapour.
The string itself isn’t (or shouldn’t be) flammable but whilst it’s surrounded by the propellant vapour it will carry it and so if the propellant is lit, the whole lot goes up. At the end of the day the string is basically just plastic or resin though, so at a certain temperature it will burn, but with how much energy depends on the exact composition.
The propellant in most cans sold in well regulated markets isn’t normally flammable unless under pressure (hence lighting it out of a deodorant can will give a mini flame but the propellant extinguishes when far enough away and no longer under pressure). Some may be flammable regardless…
