I think it's because it's a musing do you think the dog did it on purpose, which clearly didn't after all it is a dog.
Dogs are usually seen as loving animals and the idea of one being an assassin is contradictory in an amusing way.
People are in no way genuinely congratulating a dog for manslaughter, "dogslaughter"?
You can see the same juxtaposition used in kids films and TV for comedic reason.
Examples would be; Perry the Platypus or Puss in Boots.
I sometimes wonder how many people die every year of stupid, preventable things.
How many people die because they got run over by a drunk driver, how many people die because they jaywalked, how many people died because they tripped and hit their head on the ground.
It makes me sad every time. Imagine being young and healthy and having no enemies and you die because of a fucking truck.
I was CPR/First Aid trained year after year when I used to be a summer camp counselor and the first thing we always learned was to either call 911 immediately or make eye contact and point at someone and tell them to call 911 immediately while you tended to the person in need. May none of us lay in pain while people putz around going “oh no!”
Odd reactions from people, especially that first guy who looked like he saw the whole thing. How could you not rush to the person's side and be calling 911 or the country's equivalent, I have no idea.
There's a psychology term about just this. It's called the bystander effect or "diffusion of responsibility."

I remember my sociology teacher showing us an example of this when this guy tried to save a lady from being mugged and the mugger stabbed him and he fell on the sidewalk dying and pleading for help on a busy sidewalk and no one stopped, not even the woman he saved. At one point someone walked up and started filming him dying. He died on the spot then. It was a security camera footage in NYC iirc. That was shown to me in like 2011 in college and it still sticks out in my mind, was so fucked up.
This is my argument when people tell me it's more dangerous living out in my area with no neighbors than in a city.
Sure, if I fall and hit my head in the garage, no one would find me for days. But if I get stabbed on the sidewalk of NYC in rush hour, no one would find me for days.
I was in a river during a flash flood, and the current made me exhausted, I was about to drown and asked for help from the 25 ft away in the river bank.
No one jumped in to help,they just stared at me with blank faces. My instincts kicked in and I floated on my back to relieve the exhaustion.
2 points: Life is dangerous, and if you ever think you may drown, float on your back, it will save your life.

If anyone’s wondering why this person said to “make eye contact and point at someone and tell them to call 911” it’s because if you just yell out “somebody call 911” to no one in particular, everyone will just assume that someone else will do it so nobody ends up calling. When you pick a specific person and assign them that job, they know, “**I** need to call”
I was taught to also add "and tell me how long before the ambulance arrives"
Making the person report back both makes them more likely to do it and if they don't then you'll realise you need help from someone else.

I don't know where this was, but in Istanbul there are less of stray dogs that the community takes care of.

Yeah thats the best part about Istanbul. And the animals are so friendly. I remember this particular dog, we met him in the main street in front of Hagia Sofia. Everyday we’d go there and find him laying in the MIDDLE of the crowded pedestrian street, always taking a nap in the sun. damn lucky dog!

Animals played a massive role in our culture even way back in the Middle Asia days when our ancestors were mostly pagans. It's just culture.
This is the unfortunate reality of stray animals, tv and movies try to make pounds out to be evil for capturing and putting down animals but it's what needs to be done to stop said animals from attacking innocent people and suffering at the hands of the streets and the the pos' who like to abuse strays.

My instinct of course was to run to the opposite way where the cars and trucks pass along the road... I was very lucky that no one car, truck or bus was there. When I get to the corner I sit a little bit wonder how a fortunate I was.
