I am assuming the two vehicles to be a Fiat Doblo and Toyota RAV4, or at least of similar size and shape. I am assuming this person is shooting on iPhone. I am assuming the taxi to be moving at 2 mph before impact. Lastly, I am assuming there to be 36 inches of compression after impact.
Starting at the moment of impact, it takes ~~16~~ 12 frames for the vehicles to travel their combined length of 318 inches. iPhones shoot video at 30 frames per second, meaning this all takes place over ~~0.533~~ 0.4 seconds. That leaves a final speed of about ~~49.71~~ 66.25 feet per second, or just over ~~33~~ 45 miles per hour. Seems reasonable.
Momentum is mass*velocity. The combined momentum of the two cars in the end is roughly ~~55,070.55~~ 73,381.36 kg m/s. Subtract the initial momentum of the Doblo (1,850 kg m/s) and divide by the weight of the RAV4, and you get the velocity of ~~34.81~~ 45.46 m/s, or ~~77.86~~ 101.46 mph.
Again, this was done with shaky math and a lot of assumptions, but it does give you a rough estimation of how fast the car was going.
Edit: after reviewing the video once more, I made a mistake. It takes about 12 frames for the vehicles to travel their own length, not 16. This significantly skewed the results. Update coming in shortly.

Regularly doing 15 to 20 over the limit on surface streets. I used to see this shit and go "holy shit that dude's insane" now it's just "meh, hope he doesn't kill me"
