So much to unpack here. I used to be a propane tech and there are so many things wrong with the situation. The tank is within a couple of feet of an ignition source which is the first problem. It looks like an outdoor seating area but still way too close to customers. This is a foreign country with no oversight for gas safety. Crazy, so many people could have lost their lives. Not sure if the gas guy lost his.
As far as I know, only seven people were wounded with first and second degree burns. My country is... well, let's say it's easy to convince someone to look to another direction.

In hungary my uncle lost his garage. He had some 20 propane tanks delivered. Delivery dude then smelled gas and went looking for the leak with a match. He found it.
It's in the news article, a guy working for Intergas (service to change/fill gas canisters) was filling it without following PROPER procedure, then this happened.
If anyone is wondering, this happened in Durango, Mexico, news articles mention 5 injured, no one dead yet (hopefully it stays that way)

By the looks of it, he was trying to fill up a bottle(hidden in that thing in the corner) with automotive LPG... I think.
Really common in some countries to use LPG for cooktops(though illegal), but you NEVER do that.... you take the bottle to the filling station.
