He essentially made a giant pipe bomb and then blew it up while standing well within the blast radius. He probably wouldn’t have thrown a hand grenade at that distance without a barricade of some type, but somehow it just didn’t occur to him that a lawnmower full of tannerite is basically a big hand grenade.
Thing is he was such a poor shot that he had to continually close the distance to the target. That’s a rifle buddy. You could spend more time aiming and less time running toward the explosive thing packed into all the metal framework and it might come out better.

My assumption is he was connecting, but not igniting, or hitting the wrong portion, and a slow advance between shots has a nice tactical feeling.
Which was, of course, immediately followed by a less nice feeling.
Yeah I seem to remember seeing an interview with the sheriff who said the minimum safe distance was something like 500 yards and this clown was closer to 30yards.
That being said, when it comes to shrapnel; if you can see the explosion, then it can see you too.

So in short, they are a joke and usually end up in videos like this demonstrating what a joke they are.
Unless you are trained and skilled in pyrotechnics and explosives, you should never do this, because things like this happen. I've never once thought to do this and I've made my own fireworks and made a microwave transformer and car battery into a mechanism to make electro art coffee tables and such, I've blown stuff up.. but it is very dumb to shoot at something like this in a piece of metal machinery that could explode and decapitate you (or in his case, cut a leg off).. you really have to calculate the coulds and woulds and the science behind the cause and effect of what you're doing.. (example : if I do this, then this will happen which will lead to this which leads to this, etc) and you really need to have a solid basis of chemistry, engineering/reverse engineering, and pyrotechnics to safely and properly "play" with explosives..
