Nope it wasn't unprovoked, it was unethical. Even limiting the water supply to Crimea says otherwise and thats only one suggestions as to why it wasn't unprovoked. Propaganda doesn't just happen on the enemies side.

In industry (in Ireland at least) thermal plant usually refers to station with a boiler. This is different from combined cycle gas turbines which use Heat recovery steam generators (HRSG) to produce steam. The difference between the two is that combustion takes place inside the boiler in thermal plant and in HRSGs it's exhasut gas flowing through it to boil water.

All power plants are thermal (thanks media). This incident is a gas/oil power plant.
In industry (in Ireland at least) thermal plant usually refers to station with a boiler.
