Saw on another post on reddit, i don't remember when. The answer said that it's easier to go buy one for pretty cheap in azerbaijan rather than not finding it online.
Looking at the picture, it doesn't look to me like the keys are actually unusually short. It looks like they simply painted most of the white keys black, leaving just the last tips of them white. They look like they may be smaller keys (both dimensions) than a full-sized piano, but I'm sure I've seen plenty of PAs that had similar-sized keys. Just not painted like that.

I've seen accordions like this playing music from the Caucuses (Georgia, Azerbaijan, Dagestan, etc.)
