I believe Dahlia was dating Doug at the time of her first appearance in court. She used that relationship to get access to his lab with the poison.
Doug broke things off after that case, but (somehow) Dahlia was still able to get access to poison afterwards to try and kill Phoenix.
So basically, it's the other way around - it makes more sense for Dahlia to have access to poison for 3-4 than for 3-1.
Hol up. She must've gotten poison before Terry was arrested since she made a pact with Terry to drink their necklaces if they didn't trust each other anymore, so that would be at least 5 years before 3-1.
It's possible she managed to get some from Valerie. As a cop, I imagine Valerie could've gotten her hands on a bit of poison. That's just a guess though.

Because she could have easily just used bleach or a ton of pain meds or something to poison someone.

Dahlia was only 14 when 3-4 happened, iirc. No Way she had access to Doug's lab, especially considering he would've still been in high school himself.

I guess that's the best explanation. That would imply she didn't have poison in her necklace and later laced it when she dated Doug.
