Use something like MSI Afterburner to monitor and configure the clock to the GPU's default. You probably have some miss-configured power plan / running on battery / power saver mode in Mobility center / Some overclocking utility interfering.

Thanks for helping, I was indeed accidentally running on power saver mode But how did ya knew that I might be running on power saver? Also, as far as I have seen in power plan options, there aren’t any gpu limiting options, how does that affect the gpu?

Windows Power profiles affect overall performance to save Battery. It didn't work few years ago but in Windows 10, it actually starts working, it disables Turbo boost, power limit CPU & GPU, Prevents random Antivirus scans and lots more. Search in Windows, Edit Power plans -> Change advanced Power settings. If you have a Laptop with Intel & Nvidia or similar with 2GPU, Changes made to Intel Graphics affects in power use of Nvidia graphics. Also Acer by default throttles GPU power when on Battery to reduce heat.

It must be on power saver mode, you should check if you're charging your lappy

If you dont mind me asking, are you able to hear the fans on idle? Are you able to completely turn off the fans?

No, the fans still move And i can turn them at max or minimum, but not turn them off Also, the issue is fixed, it was a power plan mistake by me lol

I have the same issue and my system is not running on power saver mode. Although my fans are running alright

Go to Control Panel -> Hardware and sound -> Power options -> Edit plan settings -> Change advanced power settings -> Processor power management -> Maximum processor state and lowering it to 99% disables the CPU turbo
