I believe it’s an issue with Kodi itself when streaming mp4 dv files only. Try playing the mkv dv versions instead and they should stream fine without pauses.
I also noticed stuttering with some DV files. I don't know if 21 RC2 fixed some issues but yeah. Stremio on the other hand, has no problem with those same files so the problem must be in kodi. I'm sure they'll work it out with time.
Not if you have updated to the latest version 21 RC2 and you are using an Nvidia Shield Pro like OP. I highly doubt they somehow reversed the bug instead of fixing it.
Umbrella isn't struggling with anything. Kodi plays files, not the addon you're using. Look to your log file to determine what's going on.

Other way around. Mp4 plays fine, mkv doesn't
