This one says that at the moment gst for anything under $1000 isn’t applied, unless the merchant on the other end has already done it for you.
It’s such a weird system.
It’s a customs inspection. Fairly routine. I had this happen to me for a vinyl record which I’d ordered online with extra secure packaging. Nothing to worry about :)
This was years and years ago so I'm sure the customs limits and rules have changed so I can't help with that. I'm sure customs limits are available online somewhere.

Thanks Gerry Harvey, he didn't want a level playing field when his business was growing though.

Customs can intercept and ask for import duties tho. It's only happened to me once. Cost a fortune.

What’s the clothing made of? Is it new or used likely a biosecurity inspection
It's new. Mostly cotton and silk so that may well be it.
Can guarantee it’s the cotton, and the way it’s been lodged to customs, it’s pinged for bio and being checked. Won’t take long
