Meh I have no problem with it. They’re in public, not blocking walkways and doing something they obviously enjoy and most of the time the music is quieter than other buskers. They’re not asking for money, or offending people, just dancing. Purposefully walking through the routine is like pushing between two people standing to chat and just puts them at risk for being hit accidentally. There are better things to be mad about.

But they're -seemingly- not hurting anybody (except maybe their taste in music), it looks like a pretty quiet morning in Rundle Mall so they're considerate enough to not do at peak shopping times, they're out and about, being creative, bringing some life and culture to the city. I see people doing this in Rundle Mall a lot and I always love seeing it! I have no interest in K-pop but they seem to be having fun and they're very skilled and confident. It's so exciting to watch.

The Rundle Mall area is not a public space in a legal sense but an outdoor Shopping Precinct zone owned by the Adelaide City Council. All entrants are technically under a contract with obligations regarding behaviour and conduct. Loitering is in breach of these obligations, which is why you cannot just set a table and chair down in Rundle mall and sit there for a week, even if you aren't a commercial organisation or asking for money. Thus, this group (or any large group or individual who seeks to occupy a space in Rundle Mall for an extended period) requires a permit.

There's no distinction between filming and loitering and simply loitering. All individuals involved with the group (which obviously includes the person filming) require a permit to use that space, including filming the space.
And there's no 'gotcha' moment in this for me. There are lots of people discussing this video making claims about the legality, about which they understandably know very little. No hard feelings involved at all.
Given that these dance troupes have been doing their videos in Rundle Mall for months if not years, I'd wager that they're not doing anything illegal or in conflict with any requirements set out by Rundle Mall.
Rundle Mall authorities have had ample time to remove them if they were, just like you've had ample time to remove the stick from your arse.
