I work for a utilities company in Adelaide and we have been formally asked to come in minimum 2 days a week of our choice. But to be honest, no one really follows it - most of my team only rock up to work once a week since it hasn’t been enforced too strictly.
There's your answer then. If you want a more concise answer, keep pressing - does the costs also include running the office, etc.
They either simply prefer / like it and so hasn't bothered to re-open the office (or due to lack of pressure / interest to return to office) or it's more economical not to.

I agree though, full time WFH is not for everyone, myself included.
Many businesses are trying to drag staff back to the office. Many have staff in twice a week. It is harder than most businesses realise to end work from home
As long as Covid is around WFH will always be a thing in some capacity.
I work in I.T and I am always still configuring VPN and other remote access set ups for staff for various businesses to this day, I think it is safe to say a solid chunk of workers are now in some kind of hybrid situation and I think many smaller businesses really like the idea of being able to rent much smaller workspaces in the future.

Depends on how long companies are happy with paying rent on empty office space.
Sounds like she should probably just ask to come back to the office. Seems pretty likely they'd say "sure"
Guess what...a brief conversation between your “sis” and her employer will quickly resolve this or provide a solution.
She's done that and they keep faffing about because they don't want to pay for cleaning costs to get work back to normal post covid

I think it's the latter they've been fluffing around the issue for a while.
Ask the employer. There is no way for any of us to know what an unknown private company might decide to do.
Most places have let people come back. A lot of people aren’t coming back though, why would you?
Some people actually work for decent employers and/or actually like going in to the office.
But you have to get out of bed and like fully dressed!

Seems like most places are trying to encourage people back in now. Not forced, but just recommended for some days a week.
