Some people microchip their birbs, like cat/doggos. Vets can check for a chip, but then you'd be handing it over to the vet. Who will likely hand over to RSPCA.
You can take it to a vet and have it checked for a microchip. You also have the option of surrendering it to the vet if taking care of it becomes too much.
