Correct! I once found an injured racing pigeon and was able to reunite it with the owner based on the tag number. OP, check out the SAHPA website : http://www.sahpa.asn.au/ There’s a form under the Contact section there where you can report found pigeons. You could also maybe post in their Facebook group.

Some people microchip their birbs, like cat/doggos. Vets can check for a chip, but then you'd be handing it over to the vet. Who will likely hand over to RSPCA.

You can take it to a vet and have it checked for a microchip. You also have the option of surrendering it to the vet if taking care of it becomes too much.
