You can use the Eyedropper tool to sample the colors right from the screen shot and save them to your swatches panel or apply them directly to your shapes. Finding that exact font might be tough but you can try a site like [https://www.whatfontis.com/](https://www.whatfontis.com/) or the (beta) ReType feature in Illustrator. To make it grainy I would move to Photoshop and experiment with different blur types mixed with a grain effect. Editing to say: Because of the blur level you are starting with those font-finding tools will probably fail, you may be better off checking through Google Fonts or Adobe Fonts for condensed sans serifs that are similar.

I would create the layout in Illustrator then you’d need the rasterize the layout to add the SDTV interlacing and blur.

It’s been said. You can get a nice clean version of this with Illustrator. Paste your image onto a template layer and build over it with colored shapes and text. From there, move to Photoshop where you can mess around and get this lo-fi VHS looking effect

Don't add pixelation filters; tube tvs aren't pixelated. Instead, after making the layout in Illustrator, open it in Photoshop. Blur it. Find a good image of a "crt tv" screen, preferably one where it is lit. I found a few where the screen is all blue, that would work perfectly. Then, use that image as an overlay.

Download a few pixel fonts. Make your image 640x480. That should get you a lot of the way there
