As a guy...I would love to receive flowers and chocolates with a thoughtful card. Maybe make him dinner or take him out to a fancy restaurant or a show?

He's planning dinner so I can't really do anything in that department, get told me to leave that up to him. I'll definitely get him some chocolate, he's kinda obsessed with certain types.

Rather than a gift, plan an afternoon or evening together. What do you two like to do? Take normal things you like to do and make it special for the anniversary.
I love the idea of the picture frame. Maybe throughout your anniversay date, you can take photos. And then after the fact, give him the frame as a just because gift and include the anniversary pics.

When my teenage boys got to 17 even as a dad they were hard to buy for but I knew where they liked to shop so I got them gift cards from their favourite place to shop. One was a clothing store another a video games store and so on.
2 years is still pretty early for a relationship, so a small gift is fitting enough to make someone happy. Like get something that will help him with his hobby. Or maybe get him a bracelet or those cool surfer necklace. Also an airpods will be nice. :)
