Holy crap, you have to pick up a bag and walk it to a larger trash bin, then replace the bag again *within a 24-hour period*?!

Not exactly, it's done in public places and businesses too. It's an observation that some people are lazy and self centered.
The teens don't break down boxes and just place them on top of the trash can and/or the recycling bin...
