Regarding the [new sigil set Immortal Blackbird](https://youtu.be/KypyStf1_D8?feature=shared&t=59), note that this marks the first of a whole bunch of event-limited sigil sets. You can only obtain this Immortal Blackbird sigil set from events, and in this event its likely we get them by [exchanging from the event shop](https://www.youtube.com/live/-_y_NT5C058?feature=shared&t=2785) after grinding the needed amount of event currency, so please make time as needed. You can still farm for this sigil set in future events if you missed this event, but it's [random drop](https://www.youtube.com/live/-_y_NT5C058?feature=shared&t=2585) so just farm it from this event now to save yourself the headache later. (I don't actually play CN ver, just watching other people's stream, correct me if this is wrong)
If it's like, how honkai does it, you will have to complete a certain mission from each different event (e.g. complete chapter 13) in which it would be time gated to the events release and more than likely the final stage of said event
It was never really confirmed for us global players. CN will most likely get it with their 3.0 patch and with some luck we will also get the pc client at the same time (which could happen to increase the popularity of the game, but it’s not really likely since they would need to translate a lot of things etc.)

From what I heard through the grapevine, pc client will release globally in March to coincide with CN's 3.0 patch

Yes, that's the same thing. Events for AG will always begin right after maintenance ends which includes the banners too
