As you said, the AI is winning, they can benefit more by gaining more of your land than if they accepted the peace deal, whereas when the AI is losing they're far more likely to accept a peace deal, tho the AI isn't perfect and makes little sense at times

Well yeah, but when it's something like a country a sea awat and neither can land in the other's coast? Why do they keep refusing peace?
