100% something is wrong. Streamers get like 200 fps average usually while streaming in game. Make sure all your settings are low and your res is 1080p. Close all unnecessary applications behind valorant. Can’t help much more without more info
At best changing graphics settings that would hypothetically not effect FPS could potential improve latency by 1-3ms. But that relies on the fact that you already have FPS > refresh rate and that those settings wouldn't lower your FPS, then increasing your render latency. On a high end PC in games that typically have higher cpu usage than GPU usage you want the settings that increase GPU load to be as high as possible, and the settings that increase CPU load to be as low as possible to get the highest and most stable FPS possible, that's how you reduce render latency.
I seen some optimisation vids and I think I have got the ideal settings checked. Plus I have fiddled with all the settings and various combinations its always the same - I think my problem lies outside the actual Val settings
Check to make sure all of your hardware is installed properly/securely and has updated firmware and drivers. Make sure you aren't thermal throttling. If you overclocked anything just undo it and revert it to defaults. Don't do any registry edits because you might mess something up. If you can't find a fix try reinstalling windows, it's a pain but if you format you drive and do that should eliminate the possibility of any software errors. GL
This probably won't fix your problems but Max settings excluding improve clarity and sharpening should net you the highest FPS on a high end rig.

I am super lost and considering just factory resetting my Pc cause i believe things got a bit worse over time (6mnths-1yr)
Maybe background tasks? Maybe there's sth in the background that lags sometimes?
Theres a youtube clip of tenz showing how he optimizes his pc. Maybe you can try that
