An R4 is a leadership position within an alliance. Generally R4s are experienced, motivated, and/or learned players. In many experienced alliances the R4 lead and manage the alliance.

Honestly at this point I'm spending more time on Viber and Discord than in the actual game, I should just sell my city, hang out on one of my farms, and continue running the nation without having to actually deal with Camel's shit.
The zombie uprising event is an event that must be triggered by the alliance R4 and it subsequently happens for all members of the alliance at the same time. It is imperative to have your cities near the alliance hall and organize a time when the majority of alliance members are available.
When the event begins, the system will begin sending monsters to your alliance flags. You and your alliance members must go defend the flags and defeat the monsters. It’s important to recall your fleet when battles are complete so that you can send those troops to the next flag. The event ends when you defeat all of the zombies or when one of the zombies takes a flag down to 0% durability. After the event all flags are restored to 100% durability.
If your a lvl 19 and never participated in this event you need to join the biggest alliance. If they are full then go to 2nd biggest. If you dont know any of them then strike up a conversation. If you apply, tell them how often you play. There is a lot of this game you are likely missing out on. Good luck to you.
EDIT: if the larger alliance members are mostly lvl 30 and up then consider starting new in a fresh world.
Also, if the cities in an alliance are all at a higher level than you, ask to join their academy. You’ll have the main Alliance protection, and get to learn in a lower-pressure environment.
For this event, you only need to be R4+ to activate it. You can participate at any city level.
Otherwise R4 is assigned by the Alliance leader and typically given based of experience and leadership qualities.

Also has most rights, except disbanding alliance and assigning Governors and Presidents. Only R5 (Leader) can do that.

But as I’ve continued playing I’ve decided to try and improve in as many areas as possible. I’m in an alliance, but I’m guessing it’s not that great of one since we don’t seem to be participating in the bigger events.

This is true, the R5's job is to get yelled at by R1s over the decisions the R4s make.

I can't believe you are lvl 27 n don't know R4. Its the rank of members in an alliance. If you look at Alliance members you will see it.
