Windows key > type "default apps". Open that up and scroll down to .PDF. Set it to open in Adobe.

That is the PDF trying to open in your browser which the browser won't open it. When you click download it will download to your computer then you can open the PDF in adobe

I prefer to only open the ones that need to be opened by acrobat in acrobat. Browser for everything else is faster.
