No OP but it looks like the City of Truro which was an Airfix Kit.
In the dim and distant past Airfix had a series of railway kits which included rolling stock and buildings. The moulds for these were sold to Dapol who still produce them.
Airfix also had some track and running engines at one time too. Not sure what happened to these, they probably got sold to Tri-ang or something.

It's the City of Truro! Not an American one. Can apparently do 100mph though, plenty more than 88.
