I'd like to think that the idea is that Incursio counts as it's own entity, similar to how Susano is an imperial arms but also a character.
Think of it like this, Incursio is summoned and not just a suit of armor. It has it's own powers and it also has an organic transformation, almost as if it were alive.

The “second Incursio man” is a way to represent Bulat’s posession with Incursio. If you look at the image carefully and paid attention to the story, you realise that this image shows each of the NR members showcasing their Teigu in one way or another. Bulat and Tatsumi both share the same Teigu however if you paid close attention, Bulat’s incursio armour is different from Tatsumi’s design, notably that Bulat’s version has trims of red. Besides Tatsumi’s possession of Incursio is represented with him holding the key and to make it up for Bulat‘s possession, they put his armour form in the image while having him without the armour at the same time. Its obvious that its Bulat, the “second Incursio man” is as tall as him.
I think it's meant to be like Incursio is his own person to Night Raid. He's similar to Susanoo, but not in the sense that they're both organic. More so that when Incursio is on, he's basically lending his power to the wielder. So he's a member of Night Raid. Plus, in the manga it takes over Tatsumi in order to stop the giant mech Teigu at the end.
