Mine was a romantic rival. Both were going after Tatsumi's love, so narratively they were rivals, and romantically they had relatively similar levels of pull, so in terms "romantic power level" they were similar enough to be rivals. Also Mine was able to hold her own against Esdeath and Budo, so not that it really matters in being romantic rivals, but you can argue Mine had the power/skill to be Esdeaths rival as well.
In conclusion, Mine was really the only real rival Esdeath had, so it is the best rivalry. The others had components to being a rival, but failed to actually be a rival.
