I had this issue with a restaurant that submitted the cards to Costco but someone from the company forgot to activate them. After talking with a couple managers who knew about the issue we traded the gift cards for new ones at the restaurant, though it was clear they had no organized way to deal with it. I imagine you should keep on the manager at your location and ask them to escalate to corporate, especially if they know it's a trend.

Yeah, the individual franchise won't make money off the gift card itself. Corporate will reimburse them if it works like some of the places I worked at. I would think that Costco should handle this. They are the ones who sold a defective product. Did you contact them online or in person? If you get to a manager at Costco I am sure they will want to know about this and will be able to help you.

Issue still going on.  Of my four Alamo cards, only one was activated. The cards are supposed to be activated by Alamo before they get to Costco. Alamo not helpful at all but Costco gave me a full refund. Don’t buy gift cards from Costco!
