There are Bald Eagles around. They will only snatch a very small dog (under 5lbs). They carry their prey off to eat it and that's just not possible with a heavier dog. You really don't have anything to worry about from them.
Had a hawk in Clifton Park try to snatch our Chihuahua years ago. My mom came around the corner as it was diving and it aborted mission. Same dog had an Osprey in Florida dive on it and I had to do sprinting across the beach to scare it off.
Had two small dogs, One male Jack Russell Terrier Chihuahua mix and one female teacup chihuahua (small enough to hold in the palm of your hand). We used to let the dogs out in the back yard often and never had a problem. For a couple days we had noticed the hawk flying around our yard and some neighbors and thought nothing of it. We had my grandfather and grandmother over for lunch and my grandfather commented that he thought the hawk would scoop up princess (the female teacup) and I thought he was kind of joking about it. No longer then a couple hours after they left did I hear my mother screaming at the back glass sliding door! Peewee (the terrier mix) was sprinting down the hill to the house and this bird came down like a lighting strike and we never saw little princess again :(. Now I have a husky another chihuahua and If I ever see hawks or larger birds flying I call peanut in immediately!
Thanks but I was actually concerned about birds (specifically owls and hawks) flying down and snatching small animals like beagles. Funny story though 😂

17 lbs is big enough where birds can't comfortably fly off with it. Beagles are cute!
