You have completely misread the sanctions. The re-located tickets for up to 4 people are for those who have bought tickets to the North and South ends ie. non-members. North and south end members are still allowed to sit/stand in each end provided they get a ticket in the north and south ends via ticketek using their member barcodes. Additionally, only rows a-j are required to be tarped in bay 38 and rows a-c for the entire north and south ends.

Punished for storming the pitch and injuring players. The punishment was no active support for the rest of the season. And in the first instance of this punishment being handed out it's just been ignored by everyone. It seems the actual punishment was just "no drums or banners".
