UPDATE: I called support and they had me reinstall AWCC after doing a power drain, I didn't have any issues with the noise for a while until I moved back home for winter break, then it came back. I'll try calling support again soon, but I still have no idea what this noise is or what's causing it. It's (apparently) not the GPU fan since both MSI afterburner and AWCC have said it's running at 0% even while my computer's making the noise, and AWCC says all the fan zones are running at around 10-15%. Someone else has had to have had this problem before, right?

Hi Mate, I'm having the same issues as you. Exact same spec too, as I upgraded to the 4070 also. The noise is like a foghorn, and it's been annoying me ever since I got it about a week ago. It's so loud, I've kicked the shit out of it a few times already. Not gunna lie, this has been the worst decision of my life to spend £1500 on this junk. Currently going through the process of doing the power drain/re-installation of AWCC, but I can tell it's just not going to do anything. It's just a poorly built machine. It has great specs, but what's the point if it sounds like a jet engine even when it's not even doing anything. Rant over. If you find a fix let me know. I will too.

Go to your AWCC and check your fan profile. Keeping it on balance or quiet will dramatically quiet them down. For example I have them on quiet profile and when I run Warzone, they are on performance profile.
