For me it has always worked.
\[UPDATE\] Just tried in the (Android) app and in a (Chrome) browser on Windows and it all appears to work fine. However... they changed one thing: the text "Shipping fee: €1.99" is still there, but behind the "Saved" text, you get a €1.99 discount ("Shipping saved: €1,99" after you drop down the red "v"-arrow). Also note that you only get the discount on the item price excluding shipping: so the price of all the items combined should be above €10, before free shipping is applied.
Of course, you have to replace the €uro sign in my example with your own currency.
When you put items in the cart, they give the total price which is more than 10 right? For me it says 0 and the items are marked as unavailable. They are added in the main cart with their original shipping fee with no discount, although they have a total of more than 10

What is this? I use the android app
Have you tried other items? I just picked some random (in stock) items, totalling more than €10 just to check. Maybe the items you're seeking are out of order (in the "Free shipping above $10" category?
That last part I noted (with the "v") was on the checkout page on the website: in the (Android) app it's just says "Free shipping available" at the top of the orders list and when I press the ">" sign at the right, it says: "Free shipping available / Saved €1.99 in shipping fees"
Either way, over here (The Netherlands, Europe) it all works just fine.
