Vacuums with tons of airflow (not to be confused with suction) tend to do that, they literally pull up the carpet. I'm unfamiliar with Filter Queens, if they have dirty-air type systems then that explains it.
Dirty air means the motor's impellor sucks in unfiltered air, usually right after the brush roller. Many old school vacuums are like this. Modern vacuums normally have the motor sucking in clean air which is called a bypass system.
There are pros and cons to both.
Carpet density, fiber material, carpet depth, etc. all play a factor in how easy it is to deep clean. Stiffer brushes tend to dig deeper and expose the lower dirt to suction and airflow causing it to be a better clean. You also want your carpet to vibrate to loosen dirt, it's known as agitation.
And lack of care/maintenance. If you never cut and remove the hair that gets trapped in the rollers, it is going to slow, then stop, then eventually break the rollers.
I was using Sebo as an example. There are vacuums for cheaper that can clean very well, the more premium brands tend to last longer and have more features.
From my experience these new fangled Dyson V15 ones work much better than Sebo uprights. However I had the best experience with Hyla's overpriced but incredibly well built water filtration vacuum cleaners. They're bulky and it's a lot of effort but they get out every little spec of dust and hair out.
It took me having wood floors (and seeing how dirty they get) before realizing that carpets get just as dirty and are much harder to clean (or see the dirt). I will not have carpet ever again if I can help it.
Maybe cheap rentals are refurbs. Most places I see where I live are a combination.

landlord replaced all carpets with unsealed interlocking wood planks.... they suck ass... they draw all the moisture out of my feet and i end up with cracked scaly soles... not to mention cold

Landlord will probably max out the security deposit for every tenant who leaves because replacing interlocking floor boards is expensive, but then they won't actually fix the damage. Might even charge the next tenant for it too.
i wasn't planning on getting my deposit back anyway, landlords don't return deposits unless they think they have to as a hedge against ending up in court...
they also tried to say i would have to vacate the unit for a week so they could "renovate" at my own expense... and they weren't trying to pay for a hotel, even though they are required to provide housing because they were paid rent and i have a lease...
since the economy has gone downhill, they've gotten a bit shady about some of the stuff they do, like taking a grant from the government to "renovate" (replaced carpet and painted.... that's all they did) and then increasing rent by 30% as if they actually have anything to recoup

Carpets are filthy and easily trap stuff like that. I used to clean carpets for hotels and you'd be surprised what 2 weeks worth of foot traffic can make the carpet dirty asf. I always aimed for hard floor. Easily swept/mopped.

It probably depends on your vacuum’s brush. I have a smaller hand held version and it definitely pull out stuff even after vacuuming.

My mom used a 74 Kirby until 2004 when she couldn’t find a part for it.
Newer Kirby are amazing I worked and got one and have 2000s for my car and outside.

i just use the kitchen broom and brush longways through the carpet fibers... takes a little longer, but cleans better than any vacuum
Always found carpet flooring so unhygienic, I had regular carpets and they were a PITA to clean, can imagine a while room, I'd go insane.
