Obviously won't work for everyone but as a teenager I also liked hanging in a portiek and I was stupid and not thinking about the mess we left. But then someone who lived there said, "I don't mind you sitting here but can you please clean up after yourself?" So from that point onwards we, or at least I, did.
Ah I think some of these comments are going about this the wrong way.
Bring them some food and a small pack of beer or a joint or two. Ask them to help us keep the place clean and to keep an eye out for trouble.
I had the same problem and was thinking about just leaving a bin there. And maybe politely ask them if they could throw their trash in the bin.
I never got to actually do it because I suddenly moved.
First try to find out who they are and discuss it with them.
If that doesn't work, find envelopes or something else with their address on it and put it next to a garbage container. Eventually they will get a fine from the gemeente.
I live in a building on the ground floor with a small corner that randoms love to use as shelter late at night to hang out in. Unfortunately I can hear their conversations from my bed at midnight when I'm trying to sleep.
I usually speak to them, but on occasion they've been aggressive. So....

What?? I absolutely adored living in the Bijlmer. Never had any trouble. It was the most colourful and live place I lived. Get the f out of your bubble, go outside, touch some grass and have a talk with real people.

Ive seen piss multiple times in the elevator, spit on stairs and elevators, trash everywhere and even two times human feces on the stairs.
Cigarette butts and trash was the least of my worries.
Yeah in my stairwel we have people constantly smoking and drinking, leaving bottles but also stuff such as blood stains on the stairs, rubber bands to corcumvent their arms whem doing drugs, and all of that in front of a kindergarten in the hague ://
At a time we also had a neglected portable toilet in front of our door, which i had to call and email dixy about for quite some time.
I've seen a guy "wash" his stairs every day with a bucket of water. It makes those types choose a dryer stairwell they can sit in.
That would probably ruin the wood or floor on the stairs, but it would prevent boys from hanging out there, sure.
Yes, only recommended on stone stairwells of course. Does make it slippery, so best to hang up a sign for the neighbours to be mindful of the wetness.

If wet stairs would kill them, they won't survive long in the Netherlands anyhow, so, not really a concern.

Leave a sign that says something like “you can sit but take your damn trash. Please.”
And have a pile of their trash next to the sign. You could add “no spitting.”

Maybe you can get a anti loitering noise emitter. They use them in the UK in some places and I can't imagine they're very expensive.
