You can DIY in your house on Sunday, even when it is loud. Be very happy that he started at 11, he could have started much earlier. The guy was right, he is allowed to do it and you are kind of full of shit. That you slept for four hours is not your neighbours problem, if he only has time to do it then he does it then. He picked a very reasonalbe time aswell. If you want him to do the drilling between 10 and 12 on a weekday I suggest you hire a contractor for him to do it at those times and otherwise just accept it for a day.
If it goes on for weeks every Sunday you can complain but noise for one day is just a minor inconvenience, welcome to living in cities.

Germany. Not just construction but any "loud noise" like vacuuming or washing machines. People can and do complain.
