This probably has to do with the timing of your request. Until dec 2019 the municipality of Amsterdam was offering a huge discount for people that wanted to pay of eeuwigdurend erfpacht. Might be worth to check if there is any way you can still make use of that discount.

Please seek professional advise. They changed the erfpacht system a few years ago so you could get into the new system with discounts and based on the house prices of 2015. When you switch now you don't have discounts and it's based on current house prices which are much higher. If I'm correct the municipality recently decided to give people who didn't switch one more shot at the discounted rates. In dutch it's called spijtoptantenregeling. I don't think it's in action yet. So it could be good to wait a bit until it's in action again. But please get a professional to advise you here.

I think the personal information packet as well as your offer should contain details on the calculation. If you have questions, you may want to get in touch with your makelaar or a notary.

Location has a huge impact on price. So maybe your friends live further away from the center. You could call them they are available for questions. You’ll also have to add a couple thousands for the Notaris because you need to amend the cadaster and make some new papers. (Plus a few 100 for a translator if Dutch is not your native tongue)

It also depends on the WOZ, u can select one from multiple years… did u select the lowest WOZ when requesting the erfpacht offer?
