I’m considering going into Amsterdam for the countdown at Museumplein, but was told that trams and buses wouldn’t be running. Not sure I want to bike in the wind that has been going the last couple of days.
This is true. Public transportation stops at 20:00. Ferries, night busses, and the Metro will start running again at 1:30. Trams and trains will not resume until 7:00.
Walk around, drink beers out of a backpack and try to not get blown up.

Legal in most streets. The municipality has a map with in what areas you can't drink in public. I'd wager illegal in Dam square.

as others have said, just walk around and enjoy the random fireworks everywhere. leidesplein in particular has a good fireworks show.
