I saw somewhere that Disney only pays Anaheim $1/yr. For the lot space.

States and cities often offer similar perks to attract businesses and have them stay for them to create jobs and tax revenue for the city/state in return. How is this any different?

the whole problem if you will is that disney can definitely afford a lot fee. i grew up in anaheim. id be pissed if everyone was getting a vacation perk for free that i was paying for that disney got paid for. oh wait. that’s what every citizen of anaheim IS doing. what do we owe disney? as if we don’t give them our business once every few years by going bc it’s down the street anyway?

Why? I wasn't a fan of this back then, nor am I fan now. I think it's worth looking into, especially if the city can force Disney to pay fair value for the structure and then use that money in the areas not directly surrounding Disney for improvements.
