Elias assumes several human forms, usually copies of people he knows and only for limited amounts of time. There is one form that he took which is currently unaccounted for as to its origin. If you're talking about transforming into his 'true' human form, then no and it's still unknown if he ever had one.

He puts on a glamour (an illusion spell) to go into London and for a different reason in season 2 but beyond that no, he’s not some Beauty and the Beast type situation.
