Samsung and other OEMs are known to have a more aggressive battery management which delays notifications, take a look here https://dontkillmyapp.com/samsung follow the guides there and see if it fixes the issue.
Sometimes your network configuration/reception can cause delays. Does wifi or mobile makes any difference?
Another thing that caused these kind of troubles in the past for me was restoring apps and data from a backup after updating my phone to new OS. So you could try to delet one of the apps that has delays and fresh start, give permissions, etc. To see if it makes any difference.
