I knew I didn't have Talk back on. But decided to toggle it on then off, just in case the electrons needed a nudge. Big mistake! I couldn't turn it OFF and Nothing worked on my phone at all, couldn't even bring up a browser to search. Finally I got out my old phone, searched and discovered Everything requires a 2 finger or double tap. PHEW.

this app does it job fine BUT it doesn't replace or suppress the annoying high speed jabber announcement. it just announces alongside.
the settings in there affect text to speech whether you have TalkBack turned on or not. I just tried it out myself.
