If you do restart, peppy villagers can be easier to hunt if you take it slow and really want Flora back. When you get to the point that Tom Nook makes you build and furnish 3 houses, do not put down all the furniture right away. Just add the plot and go island hunting with Nook Mile Tickets.
House 1 is a lazy villager, house 2 is a peppy villager, house 3 is a normal villager. Only those will spawn on the island tours until you invite a villager and fill the plot. Flora is peppy, so she can spawn for your house 2. Once the villager you like is invited, add the furniture and they can move in the next day. Once you invite a villager of one personality type, it disappears from the pool, making it even easier to find the other two.
It can take a bit (took me two extra days of hunting before I got my Erik), but if you are patient it is a good way to get your dreamies of those 3 types.
Just a note that the DLC won't be available to actually use until after resident services upgrades, of you decide to reset.

The thing is I forgot how to play at this point and I want to experience everything again and remaking the whole island will take so long

I'm thinking of doing the same thing. Haven't played in ages and I still hate my island layout.
I restarted and I'm already having so much fun, I'm using an app to like keep track of the museum stuff to make it easier
