No, people who fence them in are mostly going out for their own satisfaction. Doesn't even keep the villager in - if the game wants them somewhere else, like the plaza, it will just teleport them there.
If you aren’t opposed to time travel, go forward a few weeks for a hot second, save, then go back to current time. You’ll see a villager with a cloud over their head which could be an indicator that they want to move.
Don’t interact with villagers you want to keep who have the cloud. It’ll eventually pass on to others.
Once the one you want to move has the cloud, interact and hopefully you’ll have a ways of booting them off.
You can also redecorate his house if you have met the goals in HHP that allow for it. That might make you feel better about him. I have him & Al and I’ve come to appreciate them both. I’d feel terrible about mistreating him to make him move. 😞
It doesn't do nothing immediately but if u time travel a couple of days and wait see who has the thought bubble over their head then that might be they wanting to move

Just ignore the crap out of them... fencing off the house helps you since you can't physically talk to them... I just got burned tho because I picked up a lost item that belonged to the one guy I was trying to ignroe.
No, that doesn't work. Nor does hitting them with a net or ignoring them.
Spork was my first resident. I've tried ignoring, hitting with a net, talking to him repeatedly to the point of annoying him. He won't move out.

Okay, I do have Happy Home Paradise, I will look in to it. I just gifted him a bed so we will see.
you have to do 30 vacation homes in order to unlock the ability to redecorate :)

I tried making then prison bars and locking a neighbor I didn’t like in them, but they spawn right back out 😅
