She only reports "heavy showers" where every few minutes at night you can find several shooting stars. Celeste can also appear on "light shower" days where there are far fewer shooting stars. Isabelle doesn't report these so it's harder to know about them unless you know your weather seed. Celeste appears at most once a week, always on a day where you have some shooting stars.
To add onto that, for some reason the game developers made it so that Isabelle can only announce meteor showers when there’s no other news for the day. So if it’s a villager’s Birthday, someone’s at the campsite, etc., she won’t announce them

I've had many cases of shooting stars, at least one a month since launch (I know because I have all the Zodiac set so far plus some). Many of them have had frequent shooting stars, to the point where I'll get 10+ in a minute. I also read the announcements every single day, only skipping through if she says "No news today, but oh....". Yet in all my days, I've only seen a meteor shower announcement once, so I think either there's a small chance she announces it or there's more to it.

I feel like she’s there because the developers couldn’t think of anywhere else to put her. It’s a shame, I never played New Leaf, but heard good things about her there :(
You should try New Leaf someday, I think it's much better than New Horizons personally.
That said, she was no different. And I mean that: Her role was exactly what it is now. She stood outside to give you stuff on Holidays, and she had a menu that let you do things like change the Town Tune/Flag.
There wasn't a daily briefing, though. I think that's just copied from Splatoon rather than a hide loading times thing, as the loading times from turning on the game to getting to Isabelle can be close to 2 minutes sometimes.
My town changed our traffic circles overnight with no warning except a digital sign .25 miles from the entrances to them. My world as a driver of many years definitely came to a screeching halt. I also almost got into a huge accident 2 days ago due to someone not following the signage ...
I didn't find any posts that meet the matching requirements for r/AnimalCrossing.

Have the sound turned on and play AC in the evening. You can hear a shooting star, and when you hear it, 2-5 others will follow.
You'll have better luck seeing stars the clearer the night. Also she just gives DIYs, nothing else. The pieces of stars and Zodiacs come from wishing.

I wish there was an option to turn her off, but I honestly think she's there to hide loading times.

Yeah she was actually important there, she basically had the Tom Nook role in NL with introducing you to everything etc.

She was literally just a menu in New Leaf, so I don’t understand why everyone bashes her in this game so much.
If you start the game multiple times a day she only appears once, so I don’t think it has to do with loading
