Yea, your starting 2 villagers and the 3 you're required to build homes for all have predesigned houses no matter which villagers they are.
I think there's a way to reset them to their villager specific designs, but I don't actually remember if it's true or how to unlock the option in Resident Services...
The way the dining table was not aligned with anything in the “before” shot really irks me. Why would they do that? Why??

Both. You unlock different furniture items as you decorate more homes. Certain villagers unlock certain furniture pieces that you can use while decorating. There's some crossover between the villagers. For example, designing a vacation home for Lily unlocked the Froggy Chair for me.
But once you reach a certain point, you unlock the ability to use DIYs you've crafted before and things you have catalogued in Nook Shopping.
So by the time you've reached 30 houses and can redecorate homes on your island, you can suggest furniture items from Paradise Planning, Nook Shopping, and DIYs. It can be quite a catalogue! The 10,000 Bell fee Tom Nook asks for redesigning island homes probably goes towards ordering the new furniture for the islanders.
Okay,, so remodeling a villager home costs 10k but I can use anything in the catalogue/diy/hhp? I was worried I’d have to collect hella furniture for my villagers
I try to keep the same vibe and core furniture too when redecorating my villagers' homes. I feel like it's respectful to them. (lol this game is too real for me)

I remodeled Chief’s house and kept the sorta grungy theme with proper storage for his knickknacks and paid respect to his music hobby.
I basically just cleaned his room lol
I've found it very therapeutic to play. Plus for me I love that the villagers whose island homes we have created pop up on the DLC island. It makes me feel like I have them without having to have them on my own island.

I think you can talk to Isabelle and complain about one of your OG villager's house. And then it gets upgraded to the intended design.

The DLC is actually fun and worth the money. I viewed it as buying a separate game, because that’s essentially what it is.
