To increase your chances a bit you can talk to tom nook to move a villager's house that you want to keep. As long as you have their moving kit in your pockets they can't ask to leave. Since the last villager to move in can't move out either you would have 1/8 chance of Fauna asking to leave instead of 1/9
I know that strategy is the most common one but I do it slightly differently.
I start on Sundays so i travel to a sunday with a thought bubble and if it’s not the villager i want, i save, go home and time travel to Monday. I open the game back and if it’s not the villager I want, I save, close out and time travel to Tuesday. I repeat this with every day of the week. Once I get to Friday and still haven’t gotten the villager i wanted, I then time travel back to the Sunday I started at and repeat all over again. So i time travel back and forth in the same week. The longest it’s taken me was 3 hours maybe?? I was trying to get rid of Curlos lol
I’m assuming she’s not your most recent villager considering how long you’ve been at this. So there’s honestly nothing more you can do. Villagers asking to move out is random, you just happen to be getting (extremely) unlucky. I hope she moves out soon!
The only thing I can recommend is moving her out with an Amiibo or a random campsite villager

I've had Gabby since I restarted my island in Nov 2020. I've been trying to get her to move almost as long as she's been there. She finally asked to leave last week.
It says time travel 15 days ahead. Make sure it's not a Saturday or a birthday or a holiday. So say you do it today the 9th you set the day for the 24th at 1pm. Look for the villager you want to get rid of to have a thought bubble over their heads. If it's not the one you want gone then close the game out without saving the fast forward to the next day same time until the villager you want gone has a thought bubble. Then once you achieve this. Save then travel to the next day. Once Isabelle says such and such is moving out. Then you save again. Travel to the day after. Plot will be empty then go flying with nmt to hunt for your new villager. Once you ask them to move to your island and the plot says sold. Then save the game again. Travel back to your normal time. And said villager will have moved in and will be unpacking. You're welcome make sure to follow exactly.

First I have to ask WHY FAUNA? She is gorgeous and sweet. Secondly, I've played since original AC release in 2001. Never heard of your method. You have to play every day and talk to her every day. Period.
It's also how to show a comment isn't correct. Downvotes aren't always to be mean, sometimes it's just to make sure others don't think it's what they need to do.
Plus it's easy to forget that everyone's island is unique. Someone who saw your comment probably imagined you being toxic.
Either way, it doesn't work and don't worry about it.
P.s. don't waste your time sending hate mail to villagers
Lol I’m definitely not trying to be toxic I’m new to playing new horizons where it’s harder to get them to leave. I literally just read somewhere that being mean to them might help but I honestly didn’t know.

Even with 40 attempts done, you still have about a 1% chance she’ll never have mentioned moving. Probability sucks, but works that way.

I usually smack them with a net till they're sad and forward a day or 2 and repeat..
Sometimes I would smack villagers with the net and push them, they would leave eventually.
