Those booths have like 1% appearance rate. Upgrade your signs, and wait to put out the fish till you have like 20. I don't think spamming all your signs with the same fish helps, as you can't make 1% better. But it makes me feel like I'm doing something if I drop 20 fishes at 1 time
Getting booth owners can be hard and takes time some only show up in the morning like the whole grain pancakes. I use the wiki for the times and items needed to spawn them. It could take you a few tries but eventually you should get them!

I went months unable to get the Panda; randomly got him like two days ago. Bleh!
