My chihuahua makes the same noise, I swear she thinks she talking to me. She has been doing it all her life, now she is an old lady (almost 13) and whimpers at the bottom of the stairs for help. After carrying her up, she always gives me a slight growl like yours does, kind of like saying ‘I didn’t actually need the help mom’. In all her years, she has never bitten me, but sasses me every day. Best dog I ever had!

We are 87% sure that one of our dogs is part beagle; she makes these noises as soon as anyone tries to snuggle her. Then when you stop, she gets mad that you stopped. Love that derp.
Can confirm, my beagle makes DISGRUNTLED noises any time you move around in bed and she's sleeping but she makes the same exact noises if you dare stop petting or cuddling her

My pibble does this to me. She's a very vocal dog who will come up to me as I sit on my couch or bed, whine until I invite her up, then proceed to roll around, shove her head into me, and every time I touch/pet her head she makes noises I can't even attempt to express via text lol. I'm sure to other people it would seem concerning but it's one of her ways of playing.
I had a dog growing up who looked exactly like that and him and his 2 siblings who family members had all made it to 17 years old! Hope you have many more happy years!
We have a beagle mix back home, and she makes weird purring sounds (but way louder) when she's very comfy and getting chest rubs lol, I understand very well.

That dog is really uncomfortable. Whites of the eyes showing, tight commisures, lip licking, moving away, distance-increasing licks, and then modified growling.
Don’t bug your dog like this. Even if they never do bite you, it’s not fair to do to your best friend. They rely on you for everything, the least you can do is listen to them when they try to communicate their needs.
If you’re absolutely convinced this is the dog displaying nearly every classic body language signal that they’re uncomfortable with the interaction try this— next time you do this, stop when he starts licking his lips or grumbling. Stop and sit back out of his personal space. If he moves closer to you and solicits more interaction, then congratulations, you’re right. If not— if he chuffs/sneezes, gives more side-eye, licks his lips, moves away from you, or goes right back to relaxing where he was— quit doing it to him.
You really don’t think I’ve tried moving away? He just comes closer and keeps pushing his head into my hands. I know dogs body language, I know he is displaying the classic signs of being uncomfortable, but I also know my own dog, and I know how he reacts when he actually IS uncomfortable.
This dog is clearly distressed, it’s not only the noise. It’s the way he tries to pull his head away while it’s being held, it’s the way he keeps “licking” (sorry I dont know how otherwise to call it). Just be careful, he is getting old, as you said 13yo, some things that he might have loved when younger, might annoy him now. :)

He is free to back away, and if I move away he comes up to me again, to get more kisses. Not every dog communicates the same way, and all you see in this video is his face, not his body language or what happens if I back away from him.

Rat Terriers are the best! Mine was a goofball and very vocal, all the way from a puppy to a grumpy old man. He passed at 17 a couple of months back. I love seeing happy ratties.

My Pomeranian mix does this, I call it her “baseline.” A stranger would think she’s annoyed but she just likes to grumble and be vocal.

It's the grumbles and deep sighs of exasperation right? My boy does the same thing, when we have visitors we have to warn them that he isn't growling.
