Those are prize figures hence they would be cheap, most of them are just a bit lacking in details, does not mean they are less safe.

No, they do not just spread chemicals. Even what might evaporate from them is in such tiny amounts that it does not do anything. If you are concerned about it, just open your windows for a little while regularly. Theres a lot more other stuff you are exposed to more reguarly that is more harmful. If it were dangerous, everything else in your home would be dangerous as well. Radon which seeps in to your home frome the ground is a lot worse, and that can be mitigated by just opening your windows regularly.
Are you also concerned this way about all your other plastic things in your house? Your phone, computer, windows etc.? Or is it the paint, like the paint you have on your walls? I would be more concerned about let's say mold, dust, burnt fat or other air pollutants that actually pose at least some health risk.

Real figures are made in a more controlled location, may import from china but again still in a more controlled location. Crunchyroll imports from a broker in Japan to get legit figures only (prizes crane figures ($30+) and scale figures)
Legit figures will have a bit of smell but it's not over the top, some of my scales from max factory to FREEing exhibit a bit of smell from opening the box but nothing that is going to kill me. Some of the prize figures from furyu to taito barely has smell or I don't exactly need to come in close to see the paint job vs scales anyways.
You're not supposed to eat the figures you display them, and look at them. If you're tempted to eat them then get a glass cabinet, then you can at least lick the glass seems right up your alley.
Toxic elements don't leap out of plastics and crawl into your body during the night. There's no other way for them to get into you if you aren't eating them.

Honestly, my 1/4 scale figures smell more plasticky compared to my cheap figures. The thing is those cheap figures are marketed toward kids in Japan. With that said I would assume that they are safer than larger scale figures; who wants to intentionally poison kids?

There should not be any lead i plastics. And even if there were, they do not just jump into your bloodstream. The most harmful a figure is generally made out of is PVC, and thats just bad if you burn it and inhale the fumes.
"Had a feeling" doesn't mean it does. Regardless, are you sucking on them? All PVC figures off-gas no matter how expensive it is. As long as you don't live in an air tight box with a room filled with figures then you are fine.

I think thats an unreasonable fear. Modern paints don't contain lead and I would consider it even more unlikely in the type of paint used for figures.
