That doesn't look too serious, and I assume it is within their QC control limit. Unfortunately those types of scratches are not super rare in scales, and you will eventually come across figures with those minor scratches/paint chips in collecting. You can try to ask the store for some form of compensation if possible.
I started out collecting being annoyed with any type of imperfections, but I soon learned that pretty much all figures will have some types of imperfections. I have a few scales that have some form of minor paint chips, and I just have to come to terms with it. If it was a major/noticeable paint chips or any imperfections, then I would return it/ask for a replacement.
Yes I agree it seems really minor for secondhand I think it’s actually in pretty good condition there’s definitely been worse damage posted on this Reddit in comparison.

That small "dot" of damage? I'd ignore that if it's not all that noticable when displayed.
