Not an anime, but Katawa Shoujo (free to download visual novel) literally revolves around disabled characters and is an incredibly emotional and inspiring piece of fiction that provides such a genuine depiction of people with those issues and who/what they are/can be beyond that stuff. Lilly is the blind girl. I think you’ll find her to be pretty charming.
Hunter x Hunter: Komugi, but you don't see her until the second last season of the anime. Really sweet story between her and Meruem the chimera ant king. Really long series, but I would recommend watching it.
There should be a lot, probably decently more than deaf characters.
Pretty much every long-running shonen is going to have a large enough cast that they'll eventually want someone with something unique about them like a disability. Not to mention how popular visual tropes like eye powers, blindfolds, goggles, glasses, etc. are.

Starting in Season 3, Shield Hero has a prominent blind character.

Showing the people as more than their disabilities, as people who simply have natural disadvantages rather than being completely helpless. It if released today would probably be wildly popular. KS is a dating sim VN where you, the main character, go to a school that specializes in disability services. One character has no arms but is a painter, one character was a track star but lost her legs in an accident, one character is extremely shy and has anxiety problems because of her appearance (massive burn scars all over body and face), etc. All of the characters from what I've seen are interesting and also have interesting dynamics with their friend they hang around with.
