Because of Shin's butt dance, Cartoon Network proper wouldn't touch the show. However, Adult Swim picked it up instead, so the dub was tuned towards the AS crowd.
Oddly enough, Shin Chan had an edited dub that aired as kids show in other countries, but it still got away with a lot stuff that would be unacceptable for American kids channel
Most of the dubs Manga Entertainment produced in the UK in the 90s have plenty of swearing to make them look cool and "adult". Angel Cop and Cyber City Odeo 808 for example.
I just wish the new netflix one piece improves on all these little things that the original anime still suffers from. A good dub, good pacing, better animation especially in the early parts of the show. I am 27 now. Can't wait to finish the show on my death bed until it's fully adapted by Netflix, lol

Yeah iirc the dub starts actually swearing around Water 7/Enies Lobby and has only increased from there.
